Do I Need an ESA Permit for an EV Charger in Ontario?

Short answer: yes. An ESA (Electrical Safety Authority) permit is required for EV charger installation in Ontario. Any new electrical circuit installation — including the circuit for an EV charger — must be permitted and inspected under the Ontario Electrical Safety Code.

What Is an ESA Permit?

The ESA is Ontario's independent electrical safety regulator. When a licensed electrical contractor performs new electrical work — including installing a new circuit — they are required to file a permit with the ESA. The ESA then sends an inspector to verify the work was done correctly and to Ontario Electrical Safety Code standards.

Permits exist to protect homeowners. An inspection catches installation errors that might not be visible once the walls are closed, and creates a paper trail showing the work was done properly.

Why Does an EV Charger Need a Permit?

An EV charger installation always involves a new dedicated circuit — typically 40A to 60A at 240V. New circuit installations are one of the categories that require an ESA permit in Ontario. This is true regardless of whether the charger is a hardwired unit or a plug-in unit on a NEMA 14-50 outlet.

The circuit is sized to run continuously at a high load (EV chargers charge at full amperage for hours at a time). This is exactly the kind of installation that benefits from a trained inspector verifying the wire gauge, breaker size, connections, and GFCI requirements were met.

What Does the ESA Inspector Check?

  • Correct wire gauge. The wire must be properly sized for the circuit amperage. Undersized wire on a 50A circuit is a fire hazard.
  • Dedicated circuit. The EV charger must have its own dedicated breaker — not shared with other loads.
  • Breaker size and type. The breaker must match the circuit and in some cases (garage installations) may need to be AFCI or GFCI protected.
  • GFCI protection. Some locations require GFCI protection on the circuit or the outlet.
  • Panel capacity. The inspector verifies the panel has adequate capacity for the new load.
  • Connection quality. Proper terminations at both ends of the circuit.

What Happens If I Install Without a Permit?

Installing an EV charger without a permit in Ontario creates several problems:

  • Insurance risk. If a fire occurs and the investigation reveals unpermitted electrical work, your insurance claim can be denied.
  • Home sale complications. Home inspectors and real estate lawyers look for unpermitted work. Unpermitted electrical work can delay or derail a sale.
  • No safety verification. The work was never checked by an independent inspector. You have no verification it was done correctly.
  • ESA enforcement. The ESA can require unpermitted work to be opened up for inspection at the owner's expense.

Who Files the Permit?
